Most clients opt to have the contractor provide "design build" mechanical solutions for the project.
The contractor will usually pick mechanical sub contractors he is comfortable working with to provide these services.
In cases where I provide mechanical design for a project, I will hire a consulting mechanical engineer to design and document the mechanical systems under my contract with the client.
